Following are replies to your questions.

(A). No objection to requisitioning British ships

registered Shanghai as long as requisition expressed to be on behalf of H. M. Government.

(B) and (C). It is proposed that requisition for purposes of local requisition scheme as distinct from full requisition still in hands Commodore should be effected by you on account

of Colonial Government and while no objection to formality of

requisition in name of H. M. Government it must be clearly under-

stood that Colonial Government accepte full responsibility for

financial result of scheme.

Responsibility for war risk must be borne by Colonial Government and if insurance rates prohibitive it is

for consideration whether Colonial Government should not accept financial responsibility for losses due to war risk.
